NOTICE OF RACE #2
This notice change the previous notice. The changed itens are in red color.


The notation ‘[DP]' in a rule in the NoR means that the penalty for a breach of that rule may, at the discretion of the protest committee, be less than disqualification.

1. RULES
1.1. The regatta will be governed by the rules as defined in The Racing Rules of Sailing.
1.2. No national prescriptions will apply
1.3. The rules for boat use provided by the organization will be apply.
1.4. WS Adendum Q will be applied and changes some racing rules. The translated version will
be in full Brazilian Portuguese in these Instructions of Race.
1.5. For Fleet races, before a penalty is applied by the judges, the boat may self-punish itself as
follows:
a) Infringement of the windward leg: make a jibe. b) Infringement in the leeward leg: make a tack.

2. ADVERTISING
2.1 Will be apply the WS Regulation 20.
2.2 Boats may be required to display advertising chosen and supplied by the organizing
authority. [DP]

3. VENUE
3.1 The location of the regatta harbour will be at Veleiros do Sul, at Av. Guaíba, 2941 - Bairro Assunção, Porto Alegre RS. The racing area shall be in the Cristal Bay.

4. INVITATION REQUEST AND ENTRIES
4.1 Invitation requests must be made by 12h on May 10, 2019.
4.2 Early registrations can be made by completing the attached invitation request form and by
filing the registration fee with the following account:

4.3 Afterwards, send the deposit slip and the invitation request form by e-mail to esportiva@vds.com.br.
4.4 Deadlines and registration fees per team follow the criteria below: a) For payment until 15/May/2019 - R$ 300,00
4.5 When registering, each helmsman should send a 4cm x 6cm photo and a brief sports resume.

5. ELEGIBILITY
5.1 The Championship is open to 16 teams of Skippers invited by ABCSoling. The skipper shall sign a term of responsibility for the boats, equipment and integrity of his or her crew.
5.2 The registered helmsman shall be at the helm of the boat while racing, except in an emergency.
5.3 The Organizing Committee may invite crews to participate in the event at its discretion.

6.2 On the last day no warning signal will be given to any race after 16h.

7. BOATS, SAILS AND EQUIPMENTS
7.1 8 Soling Class boats with 3 crew members will be used.
7.2 The following sails will be used: Main, jib and spi.
7.3 The boats shall be designated according to the criteria of the organizing authority. This is not
granted to protest or request for redress.
7.4 The organization shall not provide lifejackets. Each sailor should wear his own life jacket.

8. SKIPPER AND CREW
8.1 Each team must enter 3 sailors.
8.2 When a registered helmsman is unable to attend the event, it is necessary to request that
the RC authorize a member of the crew to replace him/her.
8.3 When a crew member is unable to attend the event, it is necessary to request that the RC
authorize its replacement, and that it does not violate item 8.1 (d).
8.4 A crew member who has participated in a race by a team shall not be allowed to race any
race by another team.

9. EVENT FORMAT
9.1 The Championship shall consist of a Fleet Race Stage.
a) Qualifying fleet races - Round Robin or division into Groups.
b) Final Phase of Fleet races: Division into two Gold and Silver groups equal to the number of boats available winners and losers. There may be a medal race for each group.
9.2 Other formats may be used provided they are duly published in the Sailing Instructions.
9.3 The Organizing Authority may change the format, terminate or eliminate any round or stage
when conditions do not allow completion in the planned format.

10. MEASUREMENTS
10.1 During the event there will be no equipment measurement or verification.
10.2 Each measurement and safety item must conform to the class rules and is the responsibility
of the owner of the vessel.
10.3 Replacement of damaged equipment may be made as long as approved by the Race
Committee.

11. SCORING
11.1 The Low Point System of Appendix A will be used.
11.2 One race are required to be completed to constitute a series.
11.3 There is no discard, this change Appendix A.

12. COURSES
12.1 The course will be windward leeward four legs.

13. PENALTY SYSTEM
13.1 Rule 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty.
13.2 For Fleet races, before a penalty is applied by the judges, the boat may self-punish itself as
follows:

14. SAILING INSTRUCTIONS
14.1 The Sailing Instructions will be available on the confirm the registration.

15. SUPPORT BOATS
15.1 Team leaders, coaches and support boats will not be able to navigate in the race area, from the preparatory signal of the first class from and until all the boats have arrived, if withdrawn or the race committee has signaled AP Flag, general recall or abandon of the race. [DP]

16. BERTHING
16.1 Boats shall be kept in their assigned places while they are in the harbour.

17. HAUL-OUT RESTRICTIONS
17.1 Keelboats shall not be hauled out during the regatta except with and according to the terms of prior written permission of the race committee.


18. DIVING EQUIPMENT AND PLASTIC POOLS
18.1 Underwater breathing apparatus and plastic pools or their equivalent shall not be used around keelboats between the preparatory signal of the first race and the end of the regatta.

19. RADIO COMMUNICATION
1.1 Except in an emergency, a boat shall neither make radio transmissions while racing nor
receive radio communications not available to all boats. This restriction also applies to mobile telephones.

20. PRIZES
20.1 Prizes will be given as follows:
a) The best five boats on the general classification– Gold Fleet
b) Special prizes may be offer by the organizing authority.

21. DISCLAIMER OF LIABILITY
21.1 Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

22. INSURANCE
22.1 Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of per incident or the equivalent.
