NOTICE OF RACE


1. INTRODUCTION

The Soling European Championship 2002 will take place in Castiglione della Pescaia, Italy, from May 27th to June 1st 2002. The organising authority is the Club Velico Castiglione della Pescaia on behalf of the International Soling Association.


Castiglione della Pescaia lies in southern Tuscany, in front of Elba Island. Typical sea breeze conditions 10 to 18 knots and warm temperatures are probable in late Spring in Castiglione. All kinds of accommodation (hotels, apartments, bungalow, camping) is available in Castiglione. Due to the incoming touristic season we recommend to reserve any kind of accommodation in advance. Castiglione is one hour‘s drive from Sienna and a lot of sites of cultural, historic and archaeological interest. Castiglione is two hours’ drive from Florence, Pisa and Rome airports.

2. RULES GOVERNING THE EVENT

This will be an ISAF sanctioned event, governed by the Rules as defined in the Racing Rules of Sailing, i.e. including the prescriptions of the National Authority (modifications to the Racing Rules to be specified in
English), the Class Rules of the International Soling Class, and the ISA Championship Rules as modified by this Notice, and the Sailing Instructions. In case of ambiguity the English text and the Sailing Instructions shall prevail. Alterations to any of these Rules must be approved and signed by the ISA Liaison Officer appointed for the event.



3. ADVERTISING CATEGORY

The Regatta is classified as a Category C event in accordance with RRS 79 and Appendix 1.



4. PROCEDURES FOR ENTRY


The regatta is open to all yachts of the International Soling Class as prescribed in Championship Rule 4 ­ Eligibility. Each NSA (or NA) wishing to enter boats for the Championship shall complete in the prescribed manner the attached "Application for Entries" form. This form, accompanied by a fee of £35 per boat, shall be sent by E mail to the ISA Secretariat to arrive no later than 19th March. A copy of the Application form is to be sent to the Club Velico Castiglione della Pescaia. Application for Entry forms not accompanied by the appropriate fee, or sent later than the prescribed date, shall not be regarded as valid applications.


On 26th March the ISA Secretariat will advise the Host Club of the names and addresses of the ISA members
for whom an Application for Entry has been properly submitted in accordance with the preceding paragraph.
On 2nd April the Club Velico Castiglione della Pescaia shall send a Final Entry Form to each such member.
Final Entry Forms shall be received at the Club Velico Castiglione della Pescaia by 4th May at the latest.



5. ELIGIBILITY



ISA Membership is obligatory for all crew members. The ISA membership fee is £15.00 per year. Membership fees will be collected from any crew member failing to present proof of previously paid membership fee. An additional £15.00 will be obtained from the helmsman or representative of any yacht not
displaying the ISA sticker of the current year at the appropriate position.



6. REGISTRATION



For a boat to be eligible to race, her valid Measurement Form (the original, or a copy of the original) shall be presented by each helmsman at registration. Each boat should register in the Club Velico Castiglione della
Pescaia race office between 9:00 AM and 5:00 PM of Monday May 27th. During the registration each helmsman should present:
- the boat¹s measurement certificate

- proof of ISA membership for 2002

- proof of third party liability

- insurance cover to a minimum value of EURO 725.000.


The Sailing Instructions will be issued at the Club Velico Castiglione della Pescaia during registration.



7. ENTRY FEE


The entry fee, payable to Club Velico Castiglione della Pescaia, is Euro 240. The fee includes boat mooring, craning in and out, before, during and after the championship, the Thursday evening dinner, the Friday night dance party, the Monday opening ceremony buffet and the Saturday prizegiving buffet.


The full payament of the entry fee should be paid in cash or with a Euro Cheque during the registration but, in any case, before 5:00 PM of Monday May 27th.



8. MEASUREMENT


Yachts will be measured in accordance with ISA Championship Rule 7.0 - Measuring and Class Rules A.12 - Certification and B - Boat Eligibility. For a yacht to be eligible to race, her valid (the original or a copy of the original) Measurement Form shall be presented at the Race Office, and the helmsman must have satisfied all measurement and registration requirements as specified in this Notice of Race including the submission (at the completion of measurement) of properly completed measurement work sheets. If the Measurement Form cannot be produced before the first race, RRS 78..2 will be applied.



9. SCHEDULE OF RACES


The first race is scheduled to be conducted on Tuesday May 28th. The Warning Signal will be made at 2:00 PM. The final race is scheduled to be conducted on Saturday June 1st. The Warning Signal will be made no later than 2:30 PM.


The Championship will, if possible, consist of seven races of which the best six will count; if only five races can be completed four will count. If it is not possible to complete five races then the event will not be considered a championship and the trophy will be retained by the ISA.

A maximum of 2 races per day may be sailed.

10. COURSES, STARTING LINES AND RACE MANAGAMENT



Courses will be of two types:


Course 1 shall consist of a "sausage","sausage", "sausage" and final windward leg, the total length of which shall be approximately 10 - 14.5 nms. This course is intended for use in winds of less than
approximately 14 knots.


Course 2 shall consist of a "sausage", "sausage", "triangle" and final windward leg, the total length of which shall be approximately 12 - 16 nms. This course is intended for use in winds of more than approximately 14 knots but no more than 3 of the scheduled races will be sailed over Course 2
during the course of the regatta.


Marks shall be left to port.



11 SCORING SYSTEM


The Low Points System RRS A2 will apply.




12. VARIATIONS FROM THE RACING RULES


- As permitted by RRS 86.1 (c ) RRS 42.3(b) is altered to: “Pumping of the spinnaker guy is permitted at all times without restriction. In this part of the Rule "pumping of the spinnaker guy" means repeatedly trimming and releasing the guy by any means. In addition, except on a beat to windward, when surfing (rapidly accelerating down the leeward side of a wave) or planing is possible, the crew may pull the sheet controlling any sail in order to initiate surfing or planing, but not more than twice for each wave or gust of wind


- RRS Appendix 1 is modified to permit unlimited advertising ashore and on yachts at their moorings.


- RRS 33 is modified by striking the second sentence thereof and substituting the following: "After the start, the Race Committee may not change the length of a leg of the course.”


- RRS 62.1(a) is modified to provide that neither a designation of OCS (PMS), the selection of a course nor the length of the legs shall be grounds for redress.


- RRS 63.1 is modified to permit the Race Committee to score a yacht "Did not Start" if she failed a second time to "check in" before starting.


- RRS A2.2 is modified as follows: If one or more yachts finish within the time limit all yachts which finish within one hour after the first yacht finishes will be scored as usual. Yachts not finishing within one hour after the first yacht finishes will receive points equal to one-half the sum of (a) points for one place after the last yacht to finish and (b) points for last place (presuming that all entries had started) with fractions
rounded to the nearest whole number.



13. PRIZES


The Soling European Championship Trophy, the Royal Yacht Club of Sweden Trophy and the BSA Young Helm Trophy will be awarded in accordance with the ISA rules. The Club Velico Castiglione della Pescaia will provide prizes to the winner of each individual race, and overall prizes for the first six boats and for the first Italian boat in the championship.



14. DENIAL OF THE RIGHT OF APPEAL


Decisions of the Jury in accordance with RRS 70.4 and Appendix M will be final and not subject to appeal.



15. LIABILITY


Competitors sail at their own risk. The Organising Authority and all parties involved in the Organisation of the European Soling Championship 2002 accept no responsibility or liability for any loss, damage or injury which may occur to any person or property, whether ashore or afloat, as a consequence of participation in the Championships or otherwise. The Organising Authority and all parties involved in the Championship disclaim any and all such liability. This Notice of Race and the Sailing Instructions in no way limits or reduces the complete and unlimited responsibilities of a competitor for the management and care of a boat he or she may be sailing in the Championship.


It is a condition of entry into the Championships, that the boat owner/competitor has third party liability insurance cover to a minimum value of EURO 725.000. Such insurance should cover all risks arising whilst
the competitor is participating in any way in the Championships, whether ashore or afloat. Such cover should note the interests of the Organising Authority. The owner/competitor may be required by the CVCP to produce
evidence of such insurance.


All competitors shall carry on board personal floatation devices that are in good condition and are in accordance with the specifications issued by the class rules or approved by a national authority affiliated to the ISAF.
