THE SOLING EUROPEAN CHAMPIONSHIP 2009
Will take place at the AVAS (Associazione Dilettantistica Velica Alto Sebino),
in Lovere BG – Iseo Lake – Italy, from 31 July to 8 August 2009

Organising authority :
The organising authority is the International Soling Class (ISA) in conjunction with the A.V.A.S., the Italian Soling Association and the Federazione Italiana Vela (FIV).

1. Rules
1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing.
1.2 The prescriptions of the FIV National Authority will not apply.
1.3 The ISA Class and Championship Rules, will apply.
1.4 The following racing rules will be changed: 28.1, 32, 35, 60.1(a), 61.3, 62.2, A4.1, A4.2 and Race Signals AP and S. The changes will appear in full in the Sailing Instructions. The Sailing Instructions may also change other racing rules.
1.5 Amendments to any of the rules applying to the regatta must be approved and signed by the ISA Liaison Officer appointed for the event.
1.6 In case of conflict between languages the English text shall prevail.

2. Advertising category
2.1 Advertising is permitted as for ISAF Regulation 20.3 and 20.5, and Class Rules.

3. Eligibility and entry
3.1 The European Championship is open to all yachts of the International Soling Class as prescribed in Championship Rule 4 – Eligibility.
3.2 ISA Membership is obligatory for all crew members. Membership fees will be collected from any crew member failing to present proof of previously paid membership fee.
3.3 It is also required that all yachts entering display the ISA sticker for the current year. An additional amount will be collected from the helmsman or representative of any yacht not displaying the ISA sticker of the current year at the appropriate position.
3.4 Eligible boats may enter by completing the entry forms on the event website (www.solingeuropeans.com) no later than 10 July 2009.

4. Fees
4.1 The entry fee will be 300,00 € plus GBP £ 35 ( the ISA Championship due ) per yacht and may be paid by credit transfer IBAN : IT26X0324453170000000015868 or by cash in Euro, at registration.
4.2 The entry fee includes social events, mooring, craning in and craning out, before and after the Championship, and two dinners.

5. Entries
Entries must be completed, with the payment to A.V.A.S. secretary of the entire amount no later than Sunday 2 August 2009, at 11,00 am.

6. Registration
6.1 The Race Office at the A.V.A.S. will be open for registration on 31 July 2009 from 2:00 pm, to 6:00 pm, on 1 August 2009 from 9:00 am, to 11:00 am, and from 2:00 pm, to 6:00 pm, on 2 August from 9:00 am, to 11:00 am.
6.2 At the registration shall be presented :
- Proof of payment of ISA dues for all crew members;
- A third party insurance policy;
- A measurement certificate for the boat;
- Membership card of their national federation.

7. Schedule
7.1 Measurement and inspection will take place at A.V.A.S. on Saturday 1 August, from 9:00 am to 12:00 am and from 2:00 pm to 6:00 pm, Sunday 2 August from 9:00 am to 12:00 am and from 2:00 pm to 4:00 pm.
7.2 All boats have to be in the water by Monday 3 August 12:00 am
7.3 Racing is scheduled as follows:
Monday 3 August : 2 races.
Tuesday 4 August : 2 races.
Wednesday 5 August : 2 races.
Thursday 6 August : 2 races.
Friday 7 August : 1 race and Prize giving ceremony.
Saturday 8 August : Spare day.
7.4 If necessary, a maximum of 3 races can be done each day.


7.5 The warning signal of the 1st race will be on Monday, 3rd at 1:00 pm .
The time of the 1st warning signal on following days will be posted on the Official Notice Board not later than 7:00 pm on the preceding day.
On the last day of the regatta no warning signal will be made after 3:00 pm

8. Measurement
8.1 Yachts will be measured in accordance with ISA Championship Rule 7.0 Measuring and Class Rules 16 and 17.
8.2 For a yacht to be eligible to race, her valid (the original or a copy of the original) Measurement Form shall be presented at the Race Office, and the helmsman must have satisfied all measurement and registration requirements as specified in this Notice of Race including the submission (at the completion of measurement) of properly completed measurement work sheets. If the Measurement Form cannot be produced before the first race, RRS 78.2 will be applied.

9. Sailing instructions
Sailing Instructions will be available at registration.

10. Course area
The course area will be on Iseo Lake nord. A chart showing the course area is attached.

11. The courses
Standard ISA Championship courses will be used.

12. Penalty system
12.1 The Two-Turns Penalty, rule 44.2, will apply.
12.2 An International Jury will be appointed in accordance with RRS Appendix N. Their decision will be final and not subject to appeal, in accordance with RRS 70.5

13. Scoring
13.1 The Low Points Scoring System of RRS A4 will apply.
13.2 9 races are scheduled of which 5 must be completed to constitute a valid European Championship.
13.3 When fewer than 6 races have been completed, a boat’s series score will be the total of her race scores.
13.4 When 6 races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.

14. Prizes
14.1 The European Championship Perpetual Trophy - donated by the Royal Danish Yacht Club “with the intention of bringing together as many competitors of various nationalities as possible for yacht racing in a friendly spirit”.
14.2 The Royal Yacht Club of Sweden has also donated a trophy for the European Champion.
14.3 The British Soling Association Trophy - donated by the British Soling Association and awarded to the best-placed helmsman aged 25 years or under on the first scheduled day of racing.
14.4 Rien Segaar Trophy – donated by the Segaar Family (NED) with the intention to award those in the middle fleet who makes the best effort to improve their country scores. 14.5 Reloaded Trophy – donated by the ASF (Norway) with the intention to bring as many women into the Soling competition - awarded to the best-placed woman in the event.
14.6 The best three European Crews will be awarded.
14.7 The best three Italian Crews will be awarded for the Vittorio Porta Trophy.

15. Disclaimer of liability
Competitors participate in the regatta entirely at their own risk. See RRS rule 4, Decision to Race. The organizing authority will not have any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

16. Insurance
Each participating boat shall be insured with valid third-party liability insurance cover while racing of not less than EUR 1.000.000,00 for the duration of the regatta.

17. Logistics
The piers and slipways, the secretary and everything necessary for the event can be found in the Touristic Port of Lovere.
