1. INTRODUCTION
1.1 Organizing authority
On behalf of the Italian Sailing Federation the organization authority is the Circolo Vela Bellano (CVB) and the Italian Soling Association.
1.2 Schedule
Six races are scheduled with a maximum of three races per day
Saturday July 6th: racing day
Sunday July 7th: racing day and prize giving
Saturday July 6th: first warning signal at 1:00 pm, further races to follow.
The time of the first warning signal for the following day will be posted on the Official Notice Board within 7:00 pm of the day before the one in which it will take effect. In the absence of notice, the time of the previous day will be valid.
No warning signal will be given after 5:00 pm on Sunday, July 7th
1.3 Social Events
Saturday: pasta party at the end of the races Sunday: buffet after the prize giving
1.4 Concomitant races
The event will take place alongside the ‘2° One Design Cup' with single Race Committee and Jury.

2 RULES GOVERNING THE EVENT
2.1 Main Rules
This will be an event governed by the World Sailing 2017-2020 Racing Rules of Sailing (RRS), the FIV (Italian Sailing Federation) Prescriptions and Regulations, the Class Rules of the International Soling Class.
This NOR, the Sailing Instructions and the notices posted on the Official Notice Board. In case of ambiguity the Sailing Instructions and the notices posted shall prevail, this modify RRS 63.7.
2.2 Variations from the racing rules
As permitted by RRS 86.1(c), RRS 42.3 (c) is altered to: Except on a beat to windward, when surfing (rapidly accelerating down the leeward side of a wave) or planing is possible, the crew may pull the sheet controlling any sail in order to initiate surfing or planing, but not more than twice for each wave or gust of wind. In addition, pumping of the spinnaker guy is permitted at all times without restriction. In this part of the Rule "pumping of the spinnaker guy " means repeatedly trimming and releasing the guy by any means. Moving the body as necessary to pump the guy is permitted and shall not be considered to be ooching (see RRS 42.2 (c)), nor shall any rolling of the boat caused by such reasonably necessary movements be considered rocking (see RRS 42.2 (b)).

3 ADVERTISING
Advertising is free as per class rule, in compliance with Regulation 20 WS.
Boats may be required to display advertisements chosen and provided by the organizing authority.

4 ELIGIBILITY
4.1 The regatta is open to all members of the Italian and International Soling Associations.
4.2 ISA Individual Membership for the current year is mandatory for at least one crew member.
4.3 All yachts must display ISA sticker for the current year.
4.4 Italian competitors must be in compliance with the FIV membership and the provisions for the medical examination. Foreign competitors must be in compliance with the requirements of their country.

5 ENTRIES
Pre-entry is mandatory and, only for non-Italian competitors, shall be made within Sunday,
June 30th directly on CVB website: http://www.velabellano.it/regate/regate-2019.html
The entry fee is € 60,00; it includes one hauling in and one hauling out, mooring during the regatta and the provisions of the social program.
The entry fee must be paid in Euro by bank transfer to the bank account of the CVB. Any fee for the money transfer must be paid by sender, and the amount must be net for the beneficiary. For payment from Europe include the IBAN code. For payment outside Europe use IBAN and BIC code. The bank transfer shall clearly indicate sail number, country and name of the skipper.

Registrations must be completed at the Race Office before 11:30 am on the first day of the regatta, delivering the following documents in copy, presenting the originals. The FIV Card can also be exhibited through the My Federvela Application:
1) FIV 2019 card with medical validation (only for Italian people);
2) Certificate of measurement or conformity; Valid class card;
3) Insurance certificate in compliance with the limits set by the Federal Regulations;
4) License to display the advertising in use to the competitor (only for Italian people);
5) For competitors under the age of 18, the enrollment form must signed by the parent, guardian or support person acting in accordance with rule 3.1 (b) and who, during the event, assumes responsibility for get it down in the water to race.

6 INSURANCE
Each boat must be covered by a valid third party insurance with a minimum cover of 1,500,000.00 euro per event or equivalent thereof in any other country, as per FIV 2019 Regulations;

7 SCORING
The Low Point Scoring System, RRS Appendix A RRS 2017-2020 will apply. The series will be valid if 1 valid race will be completed.
When fewer than 4 races have been completed, a boat's series score will be the total of her race scores. When 4 or more races have been completed, a boat's series score will be the total of her race scores excluding her worst score.

8 MEASUREMENT
Measurements will not be carried out. Competitors shall to compete with boats, equipment and sails previously measured. It will not be possible to replace any sail, or damaged equipment, with another previously measured without the written authorization of the Technical Committee or the
C.d.R. if the Technical Committee has not been appointed. Measurement controls may be carried out at the discretion of the Technical Committee or the Race Committee on the water and ashore.

9 SAILING INSTRUCTIONS AND COURSES
The Sailing Instructions will be available on the Vela Bellano Club website www.velabellano.it, on the website www.federvela.it and at the Race Office during the registration.
The sailing area will be in front of the Club.
The courses will be detailed in the Sailing Instructions.

10 SUPPORT BOATS AND SUPPORT PEOPLE
All Coaches or companion and support staff with a support boat, to be able to accredit must complete the registration form available at the Race Office, declaring the characteristics of their support boat and accepting the "rules for the boats of coaches and instructors so called BPS" described in the Sailing Instructions and be equipped with a portable VHF with channels 16/74. The accredited coach will be authorized to use the boat registered during the event. An alleged violation of the BPS can be reported to the Protest Committee, who may call a hearing and act on the 64.4 RRS rule.

11 PRIZES
For the first three overall crews, additional prizes at the discretion of the Organizing Committee.

12 LIABILITY
As for RRS 4, competitors sail at their own risk. The Organizing Authority and all parties involved in the Organization of the Italian Championship accept no responsibility or liability for any loss, damage or injury which may occur to any person or property, whether ashore or afloat, as a consequence of participation in the Championships or otherwise. Competitors and their supporters decide on the basis of their skills, wind force, sea conditions, weather forecasts and anything else that must be expected of a good sailor, if they go on the water and participate in the Regatta, to continue it or to renounce it

13 SAFETY AND LIFE SAVING EQUIPMENT
All competitors shall carry on board personal flotation devices that are in good conditions and are in accordance with the specifications issued by the class rules.

14 OTHER INFORMATIONS
At the Secretariat it will be possible to purchase the ticket for the daily car parking at a price agreed with the Municipality of Bellano.
